To be eligible, students must be residents of Utah, including children of military service members. They must be eligible to participate in K-12 (ages 5 to 18 on or before September 1 of the application year) and must not be enrolled in an LEA or the Statewide Online Education Program (SOEP) upon receiving the scholarship.
Applications are prioritized based on family income levels, with those at or below 200% of the Federal Poverty Level receiving the highest priority. Other criteria include special needs and previously enrolled students in the program.
